Many of these filters for the windshield washer reservoir get's broken and fall down into the water. The design is using the filter of the old holder and fits nice into your windshield water reservoir. Cut of the filter from the old holder. Glue it on the bottom. Cut off everything protruding. Done! The bar helps you to get the filter out for cleaning. Use heat-, UV- and fluid-resistant material and verify full wiper or washer clearance.
